Okumura just do not have enough control over his powers. AFAIK from anime. marco wins hands down since he has more experience and control.

marco wins hands down. he's like borderline logia so psysical stuff doesn't really work on him and i doubt flames would be effective.

maybe marco is also able to revive himself if he dies because he's a phoenix but that's just speculation.
